What would it take to design a utility regulatory system that drives equity?
- Participating in the regulatory process is challenging. There are challenges around general accessibility, transparency, and accountability. Regulatory staff often seem to not feel empowered to take action on topics identified by advocates and seem to be hesitant to confront utilities. Often discussions lead to recommendations rather than enforceable requirements.
- Some participating organizations are working on developing a white paper topic about public participation in utility regulatory proceedings. The scope may include a review of the current system(s) and of current efforts to modernize the process (such as the NY REV initiative).
- While we found it difficult to articulate specific, tangible changes that could drive equity, we valued the opportunity to network and share information, ideas, and challenges with those working in other parts of the country.
