Jim has spent his legal career working on affordable housing issues, primarily with NHLP in San Francisco, CA. Since joining NHLP in 1980, his practice has concentrated on representing the interests of low-income tenants with respect to federal housing programs and policies, especially those concerning the affordable rental programs, in the judicial, legislative and administrative forums. He has worked extensively on tenants’ rights and affordable housing preservation issues with Congress, HUD, public agencies, tenant and community organizations and legal advocates, in litigation, policy development, training and implementation. Jim Has also worked on ensuring that affordable housing tenants have adequate utility allowances, and on ensuring that all tenants receive actual financial benefits from publicly or utility-funded energy improvements.
